I am increasingly convinced the sketch is a misdirect. It was found in Shanghai by Hongshen among Xu Meijia's belongings (the dead Japanese spy) and it should be a message from Kunwu to his family members that they will be together again soon, after Changsha falls. That means they are not in Changsha with him, otherwise he does not need to send a message like that. Its just to distract us and make us run around in circles to figure out who they are and miss the more relevant details.
