I'm 99% sure that it was addressed to the 5th princess. Just the editing made it seem as if the empress was speaking to CSS but if you carefully look at the direction the empress spoke and CSS' facial expressions. It's quite obvious that it's not CSS.

What i read from ppl who have read the book. CSS set up a trap as revenge which ended up with the 5th princess covered in dirt & waste. The empress then found out about what her daughter did to CSS and got angry at her daughter and asked her to leave. The preview editing was done in away like the empress was angry at CSS but actually the empress was dressing down the 5th princess. If you look at CSS' expression in the preview. She didn't look too shocked or upset so I'm very sure the empress was scolding her daughter and not her.
