Their mother is from the ChiSui clan , so to carry the ChiSui clan - Feng Long uses ChiSui surname, while Xin Yue represents the ChenRong kingdom - she has a noble line hence she is "fit" to be empress for Cang Xuan

Maybe to give you a perspective: it's her bloodline. She is the Haoling and Xiyan princess (Her mother being Princess General gave her life for the Xiyan Kingdom fighting the Chen Rong army) . In her mind she could never admit her love for Xiang Liu because it is just not gonna work out because he will never ever betray Chen Rong army. Logically the brain says this, but the heart is not immune to him , because she is affected by him so she has to keep him at arms length
