Vegas is nothing more than a product of inferiority complex passed on to him by his father.

Vegas actions are the result of the constant abuse by his father. He was forced to become a monster in order to mask his inner wounds. He was shaped like that because of the environment he was raised into.
Vegas acts tough because he does not want to be seen as weak. Why? Cause he is weak in front of his father. Notice how the tone of his voice changes whenever he talks to his father? notice his body language? He can not help but submit to him. He craves for his father's approval but at the same time he is angry at him. However, he can not express his feelings of anger towards his father as he does not dare to go against him, he does not feel powerful enough to do so, and he also seeks his accpetance thus, he knows that going against him won't help him achieve his goal. Thereby, he chooses to take his anger out on others. By acting aggressive and using violence on others he feels in control and powerful.
In reality, Vegas hates himself. He grew up knowing nothing but pain and pain came to be his comfort place. He likes inflicting pain on others to feel powerful but he hurts himself whenever he is reminded of his failures. He also accepts his father abuse with the excuse that he deserves it for being a failure. Pain was the only thing taught to him and that is what he can give, not only to others, but to himself as well.
Does his trauma excuse his behavior? certainly not, but it surely helps us see how he came to be the way he is. The aim of the series is not to excuse his actions, it just tries to give us an insight on Vegas' life. Explaining why a character turned out the way they did and excusing their behaviour because of their trauma are two different things.
If we take away his anger issues and crazy side, he is just a big hurt lonely baby
