We just need to be a little more patient. I am sure their arc will start soon , around the end of ep 9 and ep 10 will have a fair amount of screentime of them, this is my guess at least.

They do give us hints for a reason, they are not obvious but they are there and they are strong enough to build a foundation for their relationship.

This is the VP fandom being starved. They do give us hints to pick up on that is why I agree with the things you said, but still Vegas is not that interested yet. But soon his whole world will surround around Pete.
