True, Vegas wants to choose violence unlike Pete who has to choos and it has to do with their upbringing. Vegas embraced his dark side born from the environment he grew up in, Vegas had a complicated childhood and went through hard things in his life. He was always compared to Kinn and mistreated by his father, but that's not an excuse for his behaviour that is why we can conclude that being crule is in his nature and has a devilish side that he anted to unleash.
Pete on the other hand had also a difficult childhood but his childhood was normal compared to Vegas and he was surrounded by people who loved him. Pete knows how to adapt, he will do whatever is necessary to survive in the world of crime, he chooses his words wisely, he knows his place and acts accordingly to a situation but he also has a dark side, it is just that unlike Vegas he choses to show it whenever the situation calls for it.
Those two balance each other out perfectly. Pete is the only one who can see beyond Vegas' devilish side, he does not justify his actions, he acknowledges that Vegas' is fucked up but he also chooses to see Vegas' other sides that Vegas rarely shows to anyone. Pete's knows that in the world they live there are not villains or heroes, that is why he can accept the monster inside Vegas because he knows there is more to him than that.
