FL is bullied in High school, transfers to 2nd school and is bullied again. 2FL befriends her until she becomes jealous and blames FL for stealing a guy she liked. FL drops out of 2nd school and on first trip loses her Father (remaining parent) to drowning tragedy. FL blames herself for speaking up and withdrawing from school.
2ML notices her diligent work and praises her. Co-workers are jealous. Team Leader initially blames her for his shortcomings and delay in his promotion. FL get the majority of work assigned to her by Team leader and her team members remain silent. She's the junior member of that team, recently transferred.
A tragic event occurs with a Vblogger at Shrine, she steps forward to resolve it and does. She still isn't welcomed by them until Supervisor returns. learns of their behaviour. Team and coworkers continue to be jealous because she gains the attention of ML/2ML. They get scolded by 2ML for sharing a video of her confession. We see her try and assist Supervisor and is knocked down.
2FL begins work at City Hall blames FL for interference in her "relationship" . Is slapped by 2FL meets with ML/2FL to correct the record.
We see her correct the record with 2FL, City employees who are badmouthing her, making false claims.
We see her shaken up from time to time but she's showing up to work.
If you're blaming her, demanding she defend herself to false claims you're in fact the problem.

That isn't the case if you're paying close attention. He dumps her when she shows up uninvited in EP3 when she tried to deposit her toiletries at his condo. She didn't have the passcode or anything of hers, complains he never tells her anything important, makes time for them. There's zero evidence of any intimacy. He doesn't like her physical contact, refuses to permit her to take a picture at restaurant. No rings, no couple photos. She intrudes at his office, the cafeteria and he's uncomfortable. It's accurate to describe this as a hostage situation where his father, stalker 2FL refuse to respect his wishes and keep interfering in his life.

A co-worker spreads the news of ML and 2FL dating and she's the daughter of the Mayor.
This has always been a sham relationship.
2FL negotiates a deal to spare her the embarrassment but its simply a stalling tactic by the hostage taker.
ML is correctly thinking to not start a new relationship publicly so FL isn't targeted by Mayor or office workers.
Beach scene both ML/FL acknowledge people will react negatively.
