The Council shall not be biased in rating, especially towards FL.
Section I: Ratings from 7.0 to 8.9
Section II: Ratings from 5.0 to 6.9
Section IV: Ratings from 1.0 to 4.9

Within each Section, works shall be further classified into the following three tiers of placement:
(a) Below Average
(b) Average
(c) Above Average
For the avoidance of doubt, placement within each Section shall correspond to the following indicative rating ranges:
A work classified in Section I – Below Average shall be assigned a rating of approximately 7.0.
A work classified in Section I – Average shall be assigned a rating falling between approximately 7.0 and 8.9.
A work classified in Section I – Above Average shall be assigned a rating approaching 8.9.
Illustrative examples:
Drama A, being placed in Section I – Below Average, shall carry a rating of approximately 7.0.
Drama B, being placed in Section I – Above Average, shall carry a rating approaching 8.9.
Drama C, being placed in Section I – Average, shall carry a rating within the range of greater than approximately 7.0 and less than approximately 8.9.
Special cases of Section IV:
The following works shall not be considered for review or placement.
Said works remain unfinished and, as such, carry a low probability of receiving a complete viewing assessment.
Grounds for exclusion are as follows:
The work has been abandoned prior to completion (“dropped”).
The content is deemed to provoke or rely upon inflammatory elements (“rage bait”).
The viewing process involved material omission through skipping or accelerated playback (“fast forwarding”).
