Within each Section, works shall be further classified into the following three tiers of placement:
(a) Below Average
(b) Average
(c) Above Average

For the avoidance of doubt, placement within each Section shall correspond to the following indicative rating ranges:

  • A work classified in Section I – Below Average shall be assigned a rating of approximately 7.0.

  • A work classified in Section I – Average shall be assigned a rating falling between approximately 7.0 and 8.9.

  • A work classified in Section I – Above Average shall be assigned a rating approaching 8.9.

Illustrative examples:

  • Drama A, being placed in Section I – Below Average, shall carry a rating of approximately 7.0.

  • Drama B, being placed in Section I – Above Average, shall carry a rating approaching 8.9.

  • Drama C, being placed in Section I – Average, shall carry a rating within the range of greater than approximately 7.0 and less than approximately 8.9.

Special cases of Section IV:

  • The show that has dedicated note shall not be considered for review or placement.

  • Said works remain unfinished and, as such, carry a low probability of receiving a complete viewing assessment.

  • The show that has no note in it is rightfully placed in Section IV.

  • Fellow judges have the right to exclude a show from Section IV.

Grounds for exclusion are as follows:

  1. The work has been abandoned prior to completion (“dropped”).

  2. The content is deemed to provoke or rely upon inflammatory elements (“rage bait”).

  3. The viewing process involved material omission through skipping or accelerated playback (“fast forwarding”).

Rules Governing the Examination, Deliberation, and Rating of Dramas

1. Examination of the Work
The Council shall undertake a full and impartial examination of the drama by viewing the work in its entirety. We shall consider all material merits, deficiencies, strengths, and shortcomings arising from the work.
2. Recording of Findings
The Council shall record all material findings identified during the examination, including both favourable and unfavourable elements. Particular consideration shall be given to matters affecting the drama's coherence, consistency, execution, narrative quality, and overall merit.
3. Assessment of Deficiencies and Deductions
Where The Council identifies any unacceptable, materially deficient, or otherwise objectionable element, we may impose an appropriate deduction from the preliminary score. We shall further examine the drama for plot holes, inconsistencies, contradictions, unresolved matters, and other deficiencies capable of materially affecting the final assessment.
4. Deliberation and Determination
Upon completion of the examination, The Council shall deliberate upon the findings recorded pursuant to the foregoing provisions. Following such deliberation, we shall determine and issue a Final Score on a scale of 1.0 to 10.0, having regard to the merits and deficiencies established during the review.
5. Final Review Record
For purposes of uniformity, clarity, and record-keeping, we shall reduce its findings to three principal parts:

* Summary — a concise statement of the drama and the principal findings of The Council;
* Details — a record of the material merits, deficiencies, plot holes, inconsistencies, and other relevant findings established by us; and
* Score — the Final Score determined by The Council, including any applicable deductions.
Public Rating Reference:
The Council may have regard to the publicly available rating of the drama where such rating appears reasonable, credible, and broadly consistent with the merits of the work. Such public rating shall serve solely as a reference point and shall not be binding upon The Council;
The final score shall ultimately reflect the judgment of The Council following its own examination and deliberation.

For short series , we were planning to put it in different section from general series but our reviews are not determined by total hours, it is either worth our life or not.

We also believe that these short series will show new promising actors in the future.
