I don't think that's the issue, like in this drama, if they hadn't wasted so much time on a stupid trinagle, they had more than enough time to do the office politic stuff, if anything it felt like they had too much time.
or look at the drama Bon Appetit, Your Majesty, the rushed edning suggests they didn't have enough time, but if you actually watch it, you can see that it wastes so much time on unimportant stuff and drags comepletely unnecessary or stupid plotlines, like the competition.

I feel like you've already grasped what your issue with the drama is, you went in expecting to be immeresed in a deep plot, and were left unsatsfied. I went into it expecting a light fantasy/action comedy that doesn't take itself too seriously.
I think your expectations were just too high, there are a ton of heavy dramas if you're into that, we get a ton of that every year, but an actually light funny drama that doesn't get ruined by wasting too much time meandering in the boring plot is a lot more rare.
