In the official drama page Gulinazar is second billing (eventhough she doesn't have many scenes) and Eleanor is third billing but they have cut her off from all the promotions because of the controversies so we really don't know how it's gonna play out. We have to wait and see. I feel sorry for her.

Eleanor Li is the real FL of this drama, Gulinazar is more like a guest role and doesn't have that many scenes.
2FL mostly follows ML everwhere and she's like his sidekick although I have no idea how much they're going to develop their relationship (They may have cut some of her scenes because of what happened back in May)
