I know there is such a thing as a motherly bond. Some Mothers would do anything for their child even if it's illegal. This might be a make or break situation....If FL's adoptive mother meets with her bio parents because she told them she adopted their daughter and they will assume it's the sister or she will make them believe it's the sister (could easily get FL's DNA and fake a test) even though they saw her as a child and growing up....this will be beyond stupid. And although your "heart" (at least the father's) seems to be in the right place concerning their daughter, if they go along with that kind of lie, they don't deserve to find her
