I think RW has eyes on Masui city. HQY may help him in acquiring some resources (logistic, intel, etc) to attack the city. Or he just wants to divert RW's attention towards HBS who resides in Yunpei. Through this plot, if he wants to, HQY also has a chance to manipulate RW to crush NZ and take over Yunpei city. So, NZ won't be suspicious about him, his supposed to be a dead brother. NZ is surely a villain with elegancy. She suggests Ruo Wen to take over a city in the desert region, which he reluctantly agrees. But if she is clever enough to think further, with Na Zhan she can take over all the cities in the desert region. LOL. She is most likely to be a villain to satisfy her obsession for a man. The type of girl who will do anything for her lover.
