And just out of curiosity, who the F cares about where a movie or TV series is filmed as long as it adapts to the script? People familiar with productions know that locations are selected wherever is cheaper or there are tax reductions, and art directors make up for the rest. Can't see why producers in China wouldn't do the same.
As to why C-dramas use fake names for cities, it's not only in TV but also books and movies, to navigate strict government censorship, avoid legal issues, and create fictional worlds that better fit the script without needing to be real-world-accurate, allowing for themes like corruption or historical revision that might otherwise be blocked, and also have creative freedom to change geography, politics, and culture in the stories avoiding criticism from residents or exposing real-world problems that contradict the official narrative.
