From what I understood she doesn't have any interest to be with him. Both are aware that they come from different world (sea vs land, metaphorically speaking and one cannot survive in the other's world vice versa) Scholar sought to find a special medicine to give the mermaid legs. DW does not see the need to force and that it's a mistake to even meet. She also thought that why not the scholar find a "cure" instead to turn himself into a merfolk. When Zhang said that he is willing to (go into her world), DW said in reality there is no such "cure". Quite clearly a rejection.
