Ruminating, if the FL, Luo Shu wants to help people, then Magistrate Han Muzhi has the edge as he has the position and will to help his people of Linfen. And his love for her is strong and sympathetic.
If Luo Shu wants to break from the yoke of her past and live a life that she chooses, the ML Chi Menglin has the edge. The answer to who set the fire seems to lie in his family. Menglin seems to have the will to investigate unswayed to where it may end up. Both men are moved to help her because they love her fiercely. She does not seek to manipulate them to help her. Their passion for her lock steps them to help her. But they don't force themselves on her. .

You must be talking about the crazy Qin Yi, the Master that others are afraid of. He has been behind the scenes manipulating Luo Shu since she lived in the Qin Mansion. He has killed some, but Lian Cai who works for the ML's older brother Yanjin (White robes) may have killed the same number of people. He works to break Luo Shu and Menglin apart.
