We don't know yet much but since he felt betrayed by Namsoon and is on a killing spree, he's evil for sure.

Flower of Evil has an anti hero hero who was like Riyu, had trauma & childhood issues but he wasn't a Villian. Riyu could be one too if Namsoon gets on his side
