Needed or not, BLs tend to create one illusional world for young people that does not reflect the real world. Suggesting that idols don't have sex or date people in real life is what's wrong with the kpop culture in the first place. And series also have cut versions if you don't want to see NCs. I see that they already told you that this was not even an NC scene.
Because, believe it or not, such laws exist even in Thailand. It's called Child Protection Act - https://asean.org/wp-content/uploads/2016/08/Thailand151.pdf . William or any other actor, below the age of 20, needs a waver signed by their parents/guardians to even participate in any work activities, let alone NC scenes.
