No, CLOY didn't hit 20% until episode 16 (the finale). QOT is still pacing way ahead of it. Episode 10 of CLOY hit 14.6%, QOT will hit 17.5%+.

It's going to be so much more satisfying in the end since they've fleshed out the families. All the pieces of the puzzle will come together. People who just want the couple should watch a Baekhong edit instead and let the rest of us who actually enjoy excellent ensemble storytelling watch the drama.

It's too bad you mostly just care about the couple. This is an ensemble drama, and Soohyun and Jiwon have been clear in interviews it's about much more than just their characters. Personally I enjoy all of the characters, whether the villains, the Hongs or the Baeks (not Grace, though).
