All changes must be approved by Approval Staff. But MDL's rule on cast listing includes an exception from billing where if they have a subjective notion that someone will have a more central role in the plot, they will list them first. It's very odd. So I'm guessing the reasoning here is that Hong Kyung's character is the "protagonist" of the drama.

It's not a love story at all, gay or straight. It's not a romance drama. There will likely be some kind of romance between Bi-o and FL, hence the tag, but it's not the focus of the drama.
