Vegas utilizes his power to his own interest, He's efficient and downright cruel but most of all unpredictable -- you can never know what's in his mind unless he let's you see through it. Torture, rape, murder, it's all just an enjoyment to him, something insignificant that can be done at any time of the day.
Pete on the other hand is influenced by the background he grew in. He's strong enough to swallow the guilt when he settles for violence to complete his task, it's the most effective way to achieve his goals but unlike Vegas he doesn't use this for his own benefit.
