First, most real world serial killers do just kill their victim and leave them. Highly stylized/ritualized killings are a tv invention. He didn't want to "confirm that it is a serial process", he out and said, "it is a serial killer," for which he has no evidence because, second, the police don't make assumptions and they are, in fact, supposed to "just figure things out." Based on evidence. Finally, making assumptions until "they are proved wrong directly" is how you get false convictions because of the difficulty of proving a negative.
