What I described was in Eastern Europe, and after the war, housing was a big problem. (In China - where the population and poverty were much higher - (population policy was not a coincidence (let's just have one child) - I think free condoms or who could continue their education - must have been a big struggle) The fact that a richer family's house was divided into several apartments, and poor residents moved in, was a completely common practice, here in Eastern Europe too.
