Dr. Lee was still in hiding in Yo Han's basement when JBR had his surgery and even then, he did not know that he received Yo Han's frontal lobe. I don't even think Hong Joo knew that JBR had received Yo Han's frontal lobe when she found Dr. Lee hiding. She just knew that JBR had had brain surgery and had lost his memory and he thought he was a good person now. So here's the thing. Someone attempts to brutally murder you. They have experimental brain surgery that has never been done before so no one knows what the long term outcome of it will be and you suddenly trust this murderous person enough to meet them secretly in secluded places? You fear OZ but not the actual person who tried to stab you to death? You hide from the police in the sewer (even though you have serious wounds that could easily be infected) when they search Yo Han's house after he was killed, but you'll meet secretly meet face-to-face with the actual person who tried to murder you? That doesn't make any kind of sense. Also, where does Hong Joo get DNA sequencing equipment and supplies from for Dr. Lee to conduct DNA tests on the scumbags he wants JBR to kill? If he used Han Seo Jun's old hidden lab, that equipment is nearly 30 years old and probably in disrepair. DNA sequencing is not something that can be done in a dump if you want accurate results and you would want accurate results if you're going to send a killer after people. It's just far too many holes in this story and that is a shame because the first 10 episodes were compelling, but it's like the screenwriter stopped caring after that point.
So Choi Hong Joo learns Ba Reum is the serial killer after she finds Dr. Daniel Lee and instead of turning Ba Reum in she tells Dr. Lee to Ba Reum to kill scumbags? They thought Yo Han was a scumbag. They will think her child is a scumbag. She--moreso than anyone--should know how it easy for an innocent person to be killed and what mistakes can be made. Dr. Lee agrees to interact with JBR in secret, secluded places when it was JBR who tried to kill him and left him for dead in the first place? Huh? Just because JBR lost his memory after the surgery doesn't mean he won't get it back. Dr. Lee, being a doctor, should know this more than anyone. Also, how does Ko Moo Chi, a trained police officer, miss Jung Ba Reum at point blank range when Hong Joo hit him on the head after the gun is fired? Anyone who has also done target practice with a revolver (as I have) explain it to me like I'm 3 years old. Also, how many times must Ko Moo Chi be hit on the head from behind and be knocked out? It is very naive to think a government--even ademocratic one--need bills for highly controversial things that they do. Secondly, I am not asking for secret testing on fetuses and secret euthanization. I am saying that if a government were to do this it would not pass a bill to do so. It would be secret. Ko Moo Chi goes to a home and finds not one but three framed photos of the members of Oz and its leader with the words "Land of Oz" nicely printed on them. Really? Is that how they run black ops programs? With framed photos of the members and leader? They couldn't have sprung for a neon sign with a flashing arrow? Ko Moo Chi then finds the laptop Detective Shin was murdered for, the brooch belonging to Bong Yi's grandmother and the locket belonging to his own murdered brother and deduces that the killer must live at the residence. Does he draw his gun? No. He just bursts through closed doors like he's the guest of honor at a surprise birthday party. What was the screenwriter thinking?
The bill-passing excuse for OZ is so contrived. Does anyone really believe a government needs a bill passed to do anything they want to do? If their objective was to pass the bill to abort fetuses with the psychopath gene, they didn't need a bill. They could have just secretly tested all babies upon birth and made sure that the affected babies never made it out of childhood or infanthood. Any such bill to abort fetuses on the chance of them being 99% psychopath or 1% genius would have constantly received pushback from the public, even with the atrocities of serial killers. A secret euthanization program would have been much more effective because governments know well how to keep their constituents in the dark.

People will watch a train wreck too. Quantity of viewers doesn't equate to quality of presentation. Lee Seung Gi brought so much to this drama. The second half should have been worthy of him.

I know Han Seo Jun used to tattoo numbers on the hands of those he conducted brain experiments on. Could Oz be Daniel Lee's younger sibling? In Ep. 1 , Daniel Lee says HSJ saved his life. I wonder what did DL mean by that? As for Daniel Lee, he has some kind of god complex, determining who lives and who dies. Yo Han tried to kill him for some reason. Could it be for the same reason Yo Han tried to kill Jung Ba Reum? Was DL trying to use Yo Han to kill people like he has did with JBR? I still want to know how Yo Han had pics of Ba Reum's murders. Who was giving him those pics and why? Was Yo Han's friend (who JBR killed) giving the pics to Yo Han and if so, why? Why was the friend looking to skip town when JBR killed him? What was Yo Han so afraid of? Yo Han is not the easily frightened kind. We've got 5 eps remaining. I hope these questions are successfully answered.

Yes, he was scared. Scared Yuna would out him. I think he dropped the brick and chose a more efficient and easier-to-cover-up method of killing Yuna and her mother. Ba Reum does not want to go to jail nor does he want to kill himself. Otherwise he would have leaped from that rooftop without hesitation.
I think Ba Reum killed Chi Kook. He has a way of disassociating himself from killing people he doesn't deem irredeemably…

And yet his first instinct was to hit Yuna in the head with a brick when he thought she could identify him as the killer of Kang Duk Soo. He dropped the brick after Yuna hugged him and promised not to tell but whose to say he didn't kill her and her mother in a more efficient and less messy way? He is, after all, a killer and with Yuna and her mom moving away no one would think they're missing.
Ba reum didn't attack (and thought he'd killed) Chi Kook simply to impress Han Seo Jun, he tried to kill Chi Kook because he thought Chi Kook was too humble and did not engage in the sin of pride (one of the seven deadly sins).
