So here's my guess. Lin MuYun was Yan Ze's man, so Yan Chi & Qin Wan had known about Yan Ze's involvement in Qin Wan's father's demise and would never allow him to live (remember how Qin Wan kept telling Yue Ning that Yan Ze is not a good person?).
Also, Zhan Yang had taken over the case of Ning BuYi (the painter who murdered all those people), he discovered that Ning BuYi had a single visitor back in GuanYin town when ShenYi was investigating the murders. That was Yan Ze.
I think that man in the basement of Zhan Yang home with both legs broken is Yan Ze. They've allowed him to "live" as he helped prevent the suffering of residents in the capital if Yan Chi had to invaded with his 100k troops. So they used Zhan Yang (he is the new deputy chief justice) to keep Yan Ze in perpetual suffering for his sins.
