It's literally like a will.
So even if the transfer process is long and complicated, gp really is the rightful heir. Baby king heard it too, so he knows.a verbal edict from a king is also valid.
If the qm and her father knew before that gp knows about his brother's edict or that he has a copy, it's possible that he's already dead by now. They wouldve been more aggressive in getting rid of him.
The only reason they had a peaceful succession is because gp chose and accepted to be regent. He couldve contested the succession but chose not to.

The only reason the baby king is king is because GP didnt push his very reasonable claim to the throne and chose to be a regent instead. Because he's afraid that he wants to rule too much and he thought this was the best way to protect his nephew. This is his learned thought process, to back down, step back.
(If he did push for the throne when his brother died, it would been scandalous and the court maybe in chaos, but it would eventually settle. He would just need enough support of the ministers and the cabinet, if he really wanted to take the throne. That's why qm and jinmu is always afraid of him. )
While qm forced her son to become king, the kid was literally crying he doesnt want it. She's the one that emotionally pressured the kid to take the throne. (She told him to not disappoint her. No child wants to disappoint their parent. )Like what her father did to her.
When gp asked the king to give back his throne, the king readily agreed, as if he was just waiting for his uncle to say it all this time.
Also, the king sees his uncle as his safe space. he's the one he calls if he's afraid.the way he always happily smiles when he sees his uncle. When he always calls him uncle even when qm forbid him too.
