Toppa graduated from Naniwa Commercial School (浪華商業学校) and Kansai University (関西大学). Initially working for the Osaka Municipal Port Authority (大阪市港湾局), he pursued his passion for performing by becoming an apprentice to his high school classmate, comedian Saijo Bonji (西条凡児). After Bonji's comedy partner passed away in 1935, Toppa debuted in 1936 under the stage name Saijo Bonbon (西条凡々) and formed a duo with Bonji. In October 1936, he changed his name to Utsumi Toppa.
Toppa later signed an exclusive contract with Yoshimoto Kogyo (吉本興業) and moved to Tokyo, where he joined the comedy duo Ichiro & Toppa (一路・突破). In 1941, he was scouted by the Toho Entertainment Division (東宝演芸部), and after returning from military service, he continued performing with Ichiro & Toppa. From 1947, he also began acting in films, but the duo split in 1949.
Following the breakup, Toppa expanded his career as a solo comedian and vaudevillian, appearing in radio programs and films. His disciples included Shishi Tenya (獅子てんや), Seto Wanya (瀬戸わんや), Utsumi Kappa (内海カッパ), and Osaka Hajime (大阪はじめ).
