Kusamura Hokusei was a Japanese novelist born in Takase, Tamana, Kumamoto, Japan. He is a writer of family novels in the Meiji era.

His father was a landowner and a member of the Liberal Party. After graduating from Kumamoto English School (熊本英学校), he moved to Tokyo, where he enrolled in Tokyo Professional School (東京専門学校) and graduated in 1900.

He began publishing in the magazine Myojo (明星) and, in 1902, joined the publishing company Kinkodo (金港堂) as an editor. That year, he published Hamako (浜子), edited Seinenkai (青年界) and Bungeikai (文藝界), and contributed to Shinsei (新声). In 1904, he serialized Soshi En (相思怨) in the Tokyo Asahi Shimbun (東京朝日新聞) before resigning from Kinkodo.

In 1905, he took over Shinsei (新声) and began publishing it through Ryubunkan (隆文館). He published Yuriko (百合子) in 1910 before ceasing writing. Later in the Taisho era, he retired from Ryubunkan (隆文館) and founded Ryuginsha (龍吟社).
