Chang's father died in a plane crash near Hsinchu on February 19, 1954. Following this event, she and her mother moved to the United States, where she attended various schools, including Taipei Private Revival Elementary School. At age 12, she relocated to Kowloon, Hong Kong, enrolling in New Method College Elementary School (新法書院小學部) in Grade 5, before continuing her education in New York. At 15, she returned to Taiwan and attended Sacred Heart Girls' High School (聖心女子高級中學) and Taipei American School.
At 16, Chang began her career as a radio DJ in Taiwan and made her debut as a singer and host at 17. She was previously in a relationship with Lo Ta Yu (羅大佑).
In 1972, she starred in her first film, "The Brave Tiger" (飛虎小霸王), and later joined Golden Harvest (嘉禾). In 1979, she co-founded Beacon Films (比高電影公司) with Wu Shu Ju (胡樹儒) and Lo Kai Mok (羅開睦). That same year, she directed her first film, "A Day in the Month and Year" (某年某月的某一天), after Tu Chung Hsun (屠忠訓) was unable to complete it due to a car accident.
In 1991, she married Taiwanese businessman Wang Ching Hsiung (王靖雄). Their son, Wang Ling Chen (王令塵), was briefly kidnapped in Hong Kong, but local authorities resolved the situation.
