Chen Hsiu Chen, born Chi Li Ying (亓麗櫻), is a Taiwanese singer and actress born in Taichung, Taiwan.

She began her career at age 8, participating in singing competitions and performing at various events. At 13, she was discovered by a record company and released her first album, "Lonely Star" (孤星). At 16, she joined China Television Company (CTV), focusing on singing, and signed with Hai Shan Records (海山唱片).

Chen later studied dramatic literature with a minor in economics at Montana State University and San Jose State University in the United States. She returned to the drama industry in 1998.
