Audience complicate the plot in our heads with overanalyzing the unknowns. I agree he not making a play for the throne is a tactical move not because he is scared. He loves his nephew he doesn't want to steal the throne and traumatize the child. His play for the throne is for some righteous reasons like, protect his brother's son, he is more capable to rule, he has reform plans that is in betterment for everyone.
