Again I think you're confused as to who I'm replying to (not to "amnesiaa_" so her phrase step up has nothing to do with my usage of step forward). In any case if punishment for HRY was determined Emissary would've been approaching HRY not BJ. Whatever punishment I'm talking about doesn't feature BJ at all.
