The difficulty in differentiating individuals from another ethnic group is a natural phenomenon. I'll eliminate 50% of the characters (which is what W did from the start!). And the remaining ones would have exciting plot lines (a hidden spy has to act and cause real problems). I would certainly get rid of the fantastic theme about dooplegangers as well. Or use it differently (far less dooplegangers, for logic reasons related to butterfly effect).
