The ratings are low because there are quite a few flaws in the drama. Much like ROY, the drama starts out strong, but starts to lose quality after episode 6 or so.
The second lead in this one is quite strong, so there is danger of SLS if you watch this.
But don't let me deter you, watch maybe the first 2 episodes and decide for yourself :)
I kinda feel people only rated this low because their ship doesn't sail.
If by ship not sailing, you mean the drama had so many plot holes, inconsistencies, bad characterization, lukewarm acting of the leads, bad moral lessons, retrogration of plot, and poor latter half...
Then yes, the low ratings are because the ship that could not mechanically, logically, and effectively sail due to all the damage done by the show to the hull, the mast, and the sails.

SLS is something most writers try to avoid in their love triangles. If SLS was such a great literary tool, more writers would write their love triangle to make sure the audience all get SLS.
In reality, all SLS does is frustrate fans, create unnecessary ship wars, and in Korea, it can even lead to death threats among other things.
It is clear the writer of Start Up, since it's a live airing, tried to do away with peoples SLS, unfortunately SLS in this show is quite strong.

4. The first few episodes, and the Kdrama title promised a business driven Kdrama, but instead we get a love triangle that dominates more than 70% of the plot, and takes forever to reach it's end.
5. The plot is quite cliche, and the plot becomes very predictable near the middle.
It's a real thing that encompasses Kpop, and Kdrama.
What is a fan cafe? I'm not familiar with korean culture. Also, it seems more like criticizing the characters rather than the actors, although some did attempt to diss the actual actors.
Besides, this is Korea and on twitter, it's not the same as the fans in MDL, which is mostly international fans, something you seem to be failing to understand.
