Ratings are valid standard/parameters to compare two different dramas, there are various factors. And here the gap is of 7-8 years.
The point of Rating should be simple....."how good the drama was in individual level, that's it''. it should have nothing to do with how other series or movies did, or, doing in comparison. For that we take various other factors in consideration, like the plot, the genre, theme, cinematography( which was lovely is GOBLIN ), songs, dialogues, etc.

No they don't have such duty.....its just normalised by the viewers and the society. They are just there do the thing they are good at ...which is to showcase their acting skills & talents. (There was a revelation in my country last year.....that the 2nd Top ( top means top....he have met various famouse celebs, artist, singers, youtubers.....that's the Level of famous he was) motivational speaker on social media was running a scam(MLM) in the name of personal growth & motivating peoples........cases still going on).
Look buddy, everyone is influencer for a reason....and 'for the good of society' is definitely not in the Top the reasons. Fame is the top priority for whoever it is......but u cant blame a person for that, its a human nature.
