I think psychologically, he lead himself to believe that he was guilty otherwise why would he be in prison. Only he doesn't remember it. So all these 11 years his only thought has been to find the girls to the point of dreaming about BY asking him to find her. He was young when it happened and it's easy to create a "reason" for things to be the way they are so it makes sense. Feeling wronged would have meant he had a strong sense of self which he did not. It is only when he confronted HT that he asks if the guy he thought of as an uncle never thought about him and his family. It would seem right that the feeling of being wronged came to him slowly, eroding the idea that it all happened because he had done wrong that he held on for so long.

From what I gather on Korean society is that they value respect for people high up in the societal food chain, so I think asking the perp to turn himself in out of courtesy is not too insane in Korea. And since this was written to match Korean society, that's why they did that coz tbh that scene of asking the perp to tell himself in can be edited out and the timeline of events would still hold.
