I completely get what you mean and it is true it is not textbook queerbaiting. However, it feels like it. What I mean is that the two main leads relationship is complex and intense and it is evident that they both have deep feelings for one another. It has way too many scenes that suggest so, that don't typically feel like "this is brotherhood".
Plus the way the series itself is directed, with close ups in their hands, their gazes etc scream romance and if Jeong Yo was portrayed by a female actress, I don't think anyone would be debating over this. There would be no "It's open for interpretation" and the writers themselves would add 'intimate' scenes to make the relationship clear.

But at the same time, they are constantly throwing things like "you are my friend", and from my experience in Kdramas they are not bold to actually confirm that they have any romantic feelings for one another. That kind of adds this one to the queerbaiting category for me, cause it is not really illegal in Korea to show same-sex relationships on screen. They have done it before. But here it is like they are chosing not to, exactly because the audience wouldn't like it. So for me, it has evdient queer subtext, but at the same time it feels like the creators were like "Let's make this series about the complex relationship between two males, make the posters look like their relationship is the main aspect, make it look romantic and intense, but never really confirm it. Oh and also add Jae In as a main even though she barely has any screentime".

That aside I have two other issues I am not sure where they will be leading.
1. Jae In
Again the way the series is directed and written it feels like Jae In likes Pi O and he doesn't really like her that way, but they kiss because he is in a really bad place at the time. After the kiss, he is still indifferent to her, so if they decide to just push the whole Jae In/Pi O ship, it will downgrade the series and to begin with it is just unecessary. They dont seem to want to do this, but I won't be surprised if they do.

2. The relatives aspect.
I truly hope I am wrong and they don't do it, but it does feel plausible they will go to that direction and make them half-brothers.
We don't know who Pi-Oh's father is and we also don't know who Jeong Yo's dad is. And then we have the typical, two people raised in different environments, that are talented and somehow meet and have this deep bond etc. I wouldn't be surprised if they just justified their intense relationship by saying in the end that they acted the way they did cause they were connected in a way they didn't previously know.

It's queerbaiting at its best.

Personally I think they will either go the "they are relatives" way or they will have this very deep bond (they already do) till the end where there will be no labels.

It's not just the fact that she is basically useless most of the series and dependent on others, since many female characters are written like that.
It's the fact that she is absent in some very big moments of the series. She's barely there in the last few episodes too. Even the final scene of the special episode is between the two male leads and she is, again, absent.

I was also disappointed by her lack of character development and the way she was written, especially since I believe she had potential to be a great character. In the first couple of episodes, she feels fearless and even though she doesn't know martial arts, she appears smart and slightly cunning. Unfortunately, after the first few episodes she is reduced to an extra in a series where she is supposedly the female lead. Her role mostly felt like a plot tool to make some parts of the plot move forward and to act as an emotional anchor for the two male leads.

Like nine minutes in on ep. 23 of VoS where everyone is attacking Ji Ling all I could see was that scene that they were attacking Zhuo Yi Chen in FoF.

Like this is getting funnier the longer I think about it, cause on the left side of Ji Ling we have ''Li Jie'', the protector, like Ying Lei was in the FoF scene for Zhuo Yi Chen.
On the right side of Ji Ling we have Bai Ze. And guess who is on the right side of Zhuo Yi Chen in FoF? Chen Du Ling as the BAI ZE godess!

I love how GJM adds little ''easter eggs'' from the rest of his series in this one. Like Jin Fan's actor appearing as the fiance of Su Jien (Jolin Jin)

I'm not sure how they are calculated, but I believe the show rating is more important than the eps one. I don't know if dropped percentages count too or. I think the rating is pretty good so far. GJM previous series were also between 8.5 and 8.6
