Yes it's true every drama takes at least one year to do editing even if it passes censorship & gets a distribution license the network won't air it right away since there are many of them that have yet to be released. They have to plan an investment promotion event for the cast while they also have to figure out a monthly time slot for whenever they decide to broadcast it. China being overly strict w/ their rules/laws regulations that's just the way it has been over there.
