It is because of corruption. Not that they can't pay but they are paying ppl off to get pd. So the other lower official didn't get paid because of that.

FL wrote a petition to fight that corruption

The sister is sooo annoying! I know she suppose to be young and naive but URG. She constantly get into trouble and have a big attitude about it.
