Actually the emperor and Jianming can break it if they both agree, the mermaid power is not needed. In the novel, Jianming refuses to do so until the bitter end.

Even if Mudan is conspiring with Ji Chang, putting her together with shifu is just what I consider to be filler angst. Sujin was YM's super annoying delusional cliche love rival in TMOPB whom the ML was also forced to marry. Yups, you have indeed seen this movie before! I also don't mind interesting side characters but these cliche archetypes drive me nuts.
