Although Jin Yong himself never clarified who was the strongest fighter in his martial universe, fans have spent years analyzing and ranking the heroes. Most of the time Guo Jing is quite high up but not the highest, definitely not in the Top 3. Like Wu Ji would have definitely been able to beat him bc even though they both learn 9 Yin True Sutra, Wu Ji is super smart and Guo Jing is not and was able to master the deeper meaning of the sutra. But its just fantasy ranking bc they didn't live at the same time.
Actually its not important to focus on who is World No 1. That is one of Jin Yong's key message of this and his other stories. All the 5 Greats (and everyone else) who were obsessed with being No 1 paid a very high price for it. I would also note that Jin Yong rarely made his lead characters no 1 in terms of martial ability. That would be boring if they are so strong no one can beat them. They usually beat their stronger enemies by collaboration, trickery or their enemy defeat themselves via their human failings. That makes it more interesting.
