That guy is there to help SYL but he is just making clear he won't put his men in the frontline. Loyalty to Zichuan is fraying everywhere.
Si Yilin is not taking a stronghold, he is literally putting down rebellions left and right in Yuntai instead of safeguarding the Wanyu stronghold per his orders. I suspect it is bc the reinforcements to Wanyu never came. But forget accomplishments, it will be a miracle he doesn't get himself killed when he returns to the capital, esp considering how paranoid CX is.
As for LMH, he is just a victim - he was loyal to Zichuan and was undercover. Di Lin massacred 37 members of his family and never even said oops I am sorry. The fact that he hasn't gutted Di Lin on sight is already remarkable self restraint. His hatred is understandable.
At the same time, some small tribes in YZ are also revolting. Both Di Lin and ZX think its no coincidence and they all agree it could snowball. So CX/Luo Minghai have ordered the YZ army to stop chasing Lei Hong and put down the small tribal rebellions first. Si Yilin was ordered to take the Palace Guard to secure Wanyu, an important YZ stronghold and wait for reinforcements. According to Luo Minghai (is he lying?) SYL has disobeyed his orders and is moving his troops (in pursuit of Lei Hong?). SYL is being summoned back to the capital to explain himself or risk being court martialed.
It is clear Luo Minghai has no control over the army. All the different regiments are low key disobeying his orders, to the point he is asking Di Lin to help discipline them. This could be part of Di Lin/ZX's plan to undermine/remove Luo Minghai. Di Lin told off Luo Minghai that its impossible to micro manage the battlefront from the capital and maybe Si Yilin had good reason to move the troops.
That is roughly what I think is going on but I could have missed some stuff so others can weigh in.
I didn't like Cao An either even though I like Wang Likun. She was such a blank character.
