This is Song Dynasty's Empress Liu, the second female regent in history after Wu Tzetian. She was regent during Renzong's reign - their story is told in the recent Serenade of Peaceful Joy. Apparently she is not the emperor's birth mother. His birth mother was only a concubine. But by law as the emperor's (childless) legal wife she was recognised as the crown prince's official mother and she allegedly separated mother and son to the extent he couldn't even visit his birth mother on her deathbed. It is kind of interesting to see her history and roots are portrayed as rather dubious in this drama. Interestingly Renzong struggled so hard to shed the shackles of her regency that when he was free of her, he enacted many laws to restrict the freedom of women.
