That is why a change is needed. Everything was so corrupt there for so long, that even if Lord Wei would choose to make real justice will risk the others turning against him, so he didn't risk it. I might add he didn't report it to protect the people from the town. If reported, the town would have been closed for further investigations, making people starve because they won't be able to trade goods. Trading was their only income source. GOTD points often at what is considered to be right and what is really really right. The main goal is protecting people but it seems it's very hard to do it while the law isn't helping them.

Episode 15 made me cry. Lord Wei means it. So does XQA. But only one of them acts upon it. Because words shouldn't be enough ! I wasn't surprised by Li Yuchun Silver Gong reaction. I had a feeling he will be the strongest supporter.
