We did not get the scene of the minor family's bofyguards avoiding Pete but I am sure Vegas warned them not to hurt him. His said to Porsche that he won't let anyone hurt Pete.

I think all the reasons you mentioned are what made Vegas keep Pete alive, plus he wanted to have some fun in the safehouse.

Vegas liked teasing Pete even before he captured him. He knew Pete was spying on him and he would take any chance to hint that he knows without actually saying it. It was like an unspoken rule that they both know there is something fishy going on but they can not say it out loud and they were playing pretend. This game came to an end when Pete was captured and Vegas dropped the nice act. He liked the challenge of breaking Pete but he likes being in control more since that is what makes him feel alive. He feeds off despair and pain of others which is why he found joy when he finally broke Pete using his grandmother. He liked his reaction and thus he decided to keep him alive. Also Pete is the main bodyguard of the main family that he hates and the person who ruined his plans so he had more reasons to play with him. I guess he wanted to rip his soul into pieces as a way to express all the anger inside of him that represents his detest towards the main family and his anger to himself for being unable to please his father.

I think one of the charming points of this pair is that their love blooms under unexpected circumstances. I love both Vegas and Pete because they are both complex character and I adore them as a pair as they complete each other. I understand why some people might not like Vegas. but in fiction we are allowed to like characters even if they are the most terrible human beings, the important things for me is if that character is interesting and has a well done character development, just like Vegas.
