Yes, that's right. At the moment, the Chinese believe that since the show should have aired by now, all the very, very similar messages have content that makes it seem as if they have all seen it. Pre-planned, paid anti campaigns are nothing new in cent and it looks like they simply let the thing run, even without the broadcast, to get at least something from the money invested. It is actually much more focused on international side of things, for very obvious reasons.
As to the reason why, it is very debatable. Ace is considered a "frozen" drama by cxfx and there have been multiple attempts to unfreeze it already. I don't know how much you know about the investment conference events but ever since then, it became obvious that just getting a broadcasting licence was going to be an issue (and indeed, it still does not have one. Recently it got further complicated by the qinglang). Cxfx do not acknowledge the drama, much like Xiao Zhan, and as things stand now, if Ace does end up airing, they will only promote Gu Yiye but not the drama.
This of course is very bad news for both Iqiyi and their newly chosen lead actor because they counted on cxfx to carry the sedan chair for them, even after all the mess.
Instead, cxfx learned their lesson with JOL and follow XZ. It is always going to be Actor>role>drama in order of importance. The drama is simply not mentioned.
Anyway, everything surrounding this drama is a mess. This is just another new ingredient.

I actually did read those comments on Chinese platforms and they are literally comments made by people with zero evidence.

The "boycott" is an anti campaign. It is actually not related to the broadcasting licence issues, that is a separate, older matter. Anyway you can see a few posts here too, the Vietnam issue. But not only has the show not aired but the initial script summary we have has no mention of Vietnam.

The process is always the same. They register the drama, film it, edit it in post then and only then it is submitted for review. If it passes the review, it gets a license to air. If not it is returned for further editing. Military dramas have a special review procedure that is more strict and differs from the other genres.
If you were an actual Chinese in China you would know basic information like this. Stop embarrassing yourself and frankly, do Xiao Zhan a favor too and stop talking nonsense.
