After watching ep 8, we now know Manager Qian is involved. What are the security guards doing with packs of cement in the basement?
I rewatched and realized Manager Qian actually interrupted the security guards that were watching Xu Meng and her father about to get out of the elevator. The reason she pressed all the buttons maybe to cover up that she actually didn't get out on the 18th flr.

We also see that it seems the quickest way to the basement is from the rooftop.
