That's true about the deal between KOCOWA and Viki from 2017 forward.
However, in 2022 some of the major networks series were licensed elsewhere and neither KOCOWA nor Viki could license them.
Disney+ got these. Also some cable network shows I didn't include.
"Bloody Heart" , "Crazy Love" (KBS),
"Doctor Lawyer", "Golden Spoon" (MBC),
"Thousand Won Lawyer" (SBS).

The only reason I can think of about Disney+ not being global is that they are 'testing the waters'.
Also, Disney (like some of Netflix series) is working directly with production companies and bypassing broadcasters (KBS, MBC, SBS, and the cable networks).
Two upcoming shows "Casino" (Arc Media production company, etc) and "Connect" (Studio Dragon production company) are examples.

All that to say, it's getting more expensive to watch Korean dramas.

That's a matter of opinion and it depends on what is available in your region.
Some legal sites are VIU, KOCOWA, iQIYI, WeTV, OnDemand Korea as well as Disney+ and Hulu.
There may be more legal sites that I am unaware of.
Also, Amazon's Prime Video has a selection of Asian dramas too.

Sadly, Disney+ is getting a lot of Korean content from MBC, SBS, and KBS too. I'm been watching Korean content on Viki since 2010 and they used license just about everything from these three major networks in S Korea. Not any more.

Disney+ owns Hulu and recently I discovered (and confirmed with a friend here in the USA) that "May It Please the Court" Korean drama is on Hulu now.
Also "Rookie Cops" which premiered in January 2022 on Disney+ is supposed to be available on Hulu but I can't find official news of that.
It's rumored that Disney+ is going to bring Korean content to the States, but again I've found no official statement about that. Also (supposedly, the more 'mature' Korean content would be on Hulu instead of Disney+
