Yes. Han Li notices, appreciates, and has undeveloped romantic feelings for Mo Cai Huan. He is a cultivator moving towards immortality and she is mortal. He keeps the no relationship cultivator boundary in place primarily for her own sake and his as well. He just will not go 'there'. Not even when she is reincarnated. Good point. In general I agree. However, there is much more to be said in the long run about the production of the drama that is really not pretty. If you are going to make a drama then make a drama. If you are going to make a dongua make a dongua. I appreciate they are blending the two genres but without understanding the 'other genre (live action/drama)' you may be doing a disservice to the artforms and the persons involved. Respect drama making too.

First encounter is an accidental boom boom. Second, third, and fourth encounters are blah blah. 75% (ish) of the story passes before the ML decides he wants to make her his. This is a cultivators' story. 100% not a romance.

She comes in and out of the original story sparingly at best - a hand full of times for relatively short intervals. The ML is the center of the story, its his story, and the FL is a side player like everyone else in his story.
In fact, Han Li does not even realize he wants her to be the FL of his own life until episode 155/56 of the dongue (not even out yet)! Lets see how they move the relationship forward enough to satisfy the viewers. I would guess they do not as they are sticking close to the dongue storyline.
