CX is a b****** to his wives. Even if he married Xingyue due to political reasons, she does not treat him badly but tries to please him all the time. She is power hungry, he was worse before he got the throne. Instead he directs all his frustration with XY to her and basically ignores her whenever he can. I think if he shows some decency as a husband, she may not become what she is later.
