We already know Vegas can easily take what he wants just like he did with Porsche when he kissed him. He enjoys making people his chess pieces, moving them to his content. Pete is so enticed by the danger around him that he forgets about his own fear. We know Vegas crafted the perfect mask, not everyone can see through him because his actions are flawless.
The reason why Vegas doesn't consider it " fun " is because unlike his other targets, Pete actually knows what's hiding underneath his manufactured behavior.
